Id say your best bet is to use an aggregator that searches multiple possible routes for the cheapest like kanalabs 
how little is lost in fees and sllippage. ofc there is on occasion positive slippage or a reward that makes a swap profitable.
I think they are discussing individual platform fees, not Aptos network fees.
